International Customs Requirements

My company manufactures and supplies product with "tiered" product codes: 1)     Major product component (1 code declared on the component within the carton [other component codes are also enclosed])2)     SKU (1 code declared on the exterior of the carton, covering all enclosed components)3)     Sales Code (1 code declared on documents, and stating “Comprises of SKU Code” Turkish customs are telling us that we must declare all 3 codes (Major component, SKU and Sales Codes) on customs documents, which causes us difficulties. Is there anything that we can do as a business to remove this requirement?
